Assuming that we can concur that Captain America: The First Avenger (2011) needed diversion - a component that has made alternate Avengers films amusing to watch - then maybe that was the stimulus to contract Joe and Anthony Russo, best known for their work on "Captured Development" and "Group", to co-immediate the spin-off, which grabs where the first left off, with Steve Rogers getting his course in the wake of being transported from WWII to the present day.
